Borut Pahor and Jadranka Kosor, the prime ministers of Slovenia and Croatia, respectively, signed the Arbitration Agreement and through peaceful means resolved the issue of defining the border between Slovenia and Croatia. The agreement was reached after several months of complex diplomatic negotiations, concluded an eighteen-year period of border incidents between the two countries and ended a year-long blockade of Croatia's EU accession negotiations. In addition to determining the land and sea borders, the most significant achievement of the agreement was the beginning of a new era in bilateral relations strengthening neighborly relations, comprehensive cooperation, and harmony between both nations and countries in the spirit of Europe.
